A native of Norfolk, Keith earned his undergraduate degree from the College of William & Mary in 1976 and his law degree from Mercer University in 1982. Following his graduation from law school, Keith served as a JAG Officer in the U.S. Naval Reserve and was stationed at Naval Legal Service Office in Norfolk. Following his release from active duty, Keith joined Breeden, MacMillan and Green in Norfolk where he practiced insurance defense from 1985 through 1992.
